Agency
Agency is the activity that the practice is most well known for due to the high number of instructions we deal with and the resulting publicity this provides via advertising, estate agency boards, etc. The range of agency services we provide include sales and lettings for all nature of commercial, premises from retail shops through to development site and industrial buildings.

We deal with both leasehold and freehold commercial property on behalf of occupiers and investors, whether a sole trade or multinational plc.

Our agency remit also extends to advising clients on the sale and acquisition of investment property.

We act on behalf of both private and corporate property owners, occupiers and investors both on a local and regional basis.

Professional Services covers a multitude of services including some of which including valuation, including valuation and landlord and tenant, are explained in more detail under their own heading within our services section including valuation, landlord and tenant. Development Consultancy
Parkinson Commercial are specialists in development advice and have provided significant assistance on a number of successful projects within the Wigan Borough.

Parkinsons expertise in development schemes is well known across the Wigan borough and the practice is heavily involved in retail, leisure and residential mixed used schemes across the North West.

Development advice requires an analytical approach whilst creative thought is also needed to maximise returns.

Along with our consultant team, we can advise on the whole development process from site finding and acquisition, scheme design, planning, construction and project management and development finance all the way through the process to letting or sale of the completed scheme.

Valuation
The practice can provide valuation advice and formal reports for most Banks and Building Societies. We also advise private pension funds as well as providing purchase reports and asset valuations.

We can provide our valuation services for both the commercial and residential sectors and are also experienced in providing clients with advice on capital gains tax insurance valuations, valuations for inheritance tax and advice for clients facing compulsory purchase orders.

Business Rates
Parkinson Commercial Property Consultants Chartered Surveyors are a Rating Consultancy regulated by the Royal Institution of Chartered Surveyors (RICS) providing a national service across all sectors to advise occupiers, where possible on minimising their rates liability.

As with all taxation, business rates are a considerable expense to business occupiers. Occupiers are unwise to accept that the Valuation Office opinion of rateable value is correct and therefore, any rateable value assessment should be scrutinized. This is a specialist area and as such requires expert advice.

Tony Bellis, partner at Parkinson CPC has been involved with providing rating advice to businesses for more than 20 years and has also worked for the Valuation Office, effectively becoming "gamekeeper turned poacher". We employ qualified and thoroughly experienced surveyors with national and local experience of all localities.

The Rateable values of a commercial premises is assessed by the Valuation Office (VOA) which has a duty to accurately reflect the hypothetical passing rental at the antecedent valuation date (AVD) (two years before the start of the list i.e. for the 2005 rating list the AVD is 01/04/2003) between two unlinked parties in the market place. However the VOA do this on mass and very rarely are two properties are alike, therefore differences aren’t picked up on and many day to day changes allow us to challenge the assessment for example roadworks, congestion charges and property alterations.

The current rating is effective from 1st April 2005 and has a duration of 5 years following which the next list (2010 Rating List) will start. Reductions in Rateable value can be backdated up to 01/4/2005 or whenever you started to pay the bill, if after this date. The new list will be effective from April 2010 from which you will be notified in October 2009 of your new Rateable Value.

Rating appeals aren't just a matter of highlighting discrepancies in the assessment and therefore it is highly advised that occupiers use qualified and experienced surveyors to act on their behalf to maximize any reduction.

Parkinson CPC offer a free initial consuLtancy to assess whether or not a challenge to the rating assessment is advisable. If so, we work on a "no win no fee basis". Unless we negotiate a reduction in your rateable value, no fee is payable.
Landlord and Tenant
Led by Graham Bartlett, the practice advises both landlords and tenants across the country on rent reviews, lease renewals and general professional advice.

It is essential when renewing a lease or reviewing rent that Chartered Surveyors are consulted at an early stage in order that they may be involved in the strategy for dealing with individual cases, particularly with lease renewals which are subject to statutes. Rent reviews and lease renewals have become a specialist area over recent years and clients must be advised of the implications of Court decisions which are as a result of a changing market or the interpretation of the Law.

Whilst we do not encourage disputes to be settled by judicial bodies (Courts, Arbitrators and Independent Experts), sometimes it is the only way that matters can be resolved. We are able to provide expert witness reports for any judicial bodies in the event of dispute.

Property Management
Parkinson Commercial deal with the management of both commercial and residential properties for a large range of clients throughout the North West area.

We can offer assistance in the collection of rental, portfolio management advice and the collection and setting of relevant service charges for multi-let properties. We can also act with our Insurance Broker partners in gaining competitive quotations for buildings insurance for all types of commercial premises.

Corporate Recovery
Parkinson CPC provide efficient professional advice to clients in the Corporate Recovery world.

Our services in this field range from providing speculative valuations to the full management and disposal of assets including property and plant & machinery/chattels.
